What is outcome-based education? What are the underlying beliefs of outcome-based education? What are the characteristics of outcome-based education? Why change to outcome-based education? What needs can outcome-based education fulfill? How does outcome-based education begin?
The answers to these questions, in prescription form and outlined in the pages that follow, emerge from observations of practice, research, and theory. Applying them will require thoughtful and constant review and attention, and lofty doses of practical wisdom by those who daily confront the infinite variations in all the circumstances of schooling.
Outcome-based education is a student-centered, results-oriented design premised on the belief that all individuals can learn.
Outcome-based education is:
a commitment to the success of every learner a philosophy which focuses educational choices on the needs of each learner a process for continuous improvement
The strategy for outcome-based education implies the following.
What a student is to learn is clearly identified. Each students progress is based on demonstrated achievement. Each students needs are accommodated through multiple instructional strategies and assessment tools. Each student is provided time and assistance to realize his or her potential.
Essential to outcome-based education is a commitment to the following beliefs. All individuals can learn successfully. Without a commitment to the high expectations for successful learning for all students, regardless of background, age, learning style, previous achievement, or other factors, education is not outcome-based. Success results in further success. Without a common vision that every success experienced by a learner builds self-esteem and the willingness to strive for further successes, education is not outcome-based. Schools create and control the conditions under which learners succeed. Without a belief that schools are responsible for learner success by the way they set priorities and provide for their learners, education is not outcome-based. The community, educators, learners, and parents share in the responsibility for learning. Without partnerships which treat all stakeholders as significant resources for every learners success, education is not outcome-based.
